Council to discuss filling Marchione’s seat

Maricopa City Council members will talk about how people can apply to fill the council seat vacated when Alan Marchione resigned Oct. 4 during Tuesday’s 7 p.m. council meeting.

The Council is expected to set a two-week recruiting period starting Wednesday. The vacancy will be filled by appointment and appointee will serve until the next council election.

Marchione resigned after a recall effort against him was initiated in the wake of a complaint filed against him alleging he sexually harassed and threatened city staffers' jobs.

In other business, the council will hear a report from Gallagher and Kennedy an independent law firm hired by the city to review 192 previously closed internal affairs investigations from November 2007 through August 2011.

Also on Tuesday, council members will consider:

• Amending contracts with Hayden Building Corp. and Core Construction to reflect the council’s decision to do a full buildout of the multigenerational facility and aquatic center. Instead of being built in phases, the entire facility will now open with all amenities in place.
• Approving an annual signage program to allow businesses to have additional signage during the holiday season without a permit. The program, which began in 2007, would run in conjunction with the city’s Holiday’s Homes and Businesses on Parade decorating contest. The winner of that competition receives a six-month waiver on banner-permit fees.
• Extending the Shop Local program begun by the city in March. Residents can enter a monthly drawing for a $100 gift card by submitting $250 in nongrocery receipts from participating stores. For every $500 in nongrocery receipts submitted, up to 20 entrants will receive a $10 gift card.

There will be public hearings on:

• The proposed change to the city zoning ordinance to add a new chapter for cell phone towers and other wireless communication facilities.
• The adoption of the International Code Council 2012 Building Codes
• Changes to the parking violations and Traffic Barricade Manual violations fee schedules.

Prior to Tuesday’s regular meeting, the council will meet in a 6 p.m. work session and discuss the results of the 2012 Maricopa Citizen Survey

Both meetings take place at the MUSD administrative building at 44150 W. Maricopa Casa-Grande Highway.
