5.1  SPR11-02 (Site Plan Review); Banner Health is requesting review and approval of the Site Plan,
Landscape, Photometric and Elevations plans for the proposed Banner Health Center. The development
consists of two (2) story Health Center facility and a one (1) story Ambulatory Surgery Center, to be
developed in phases. The site is located on the southwest corner of Allen Stephens Parkway and Porter Road.
Discussion and Action.

5.2  Minor General Plan Amendments, GPA11-01 and GPA11-02: A request by staff to change
current land use designation of Parcels APN # 502-03-012E and APN # 510-12-014C from Medium
Density Residential (MDR), to Employment (E) and Public/Institutional (P). Discussion Only.

5.3  ZON 11-01, Zoning Amendment: A request by staff for rezoning from existing CR-3 Single
Residence Zone, (PAD) to TR (Transitional Zone), development of approximately 145 acres property
known as Neely Estates, and as approved with Ordinance 06-16, Case #’s ZON 06-01 and PAD 06-01.
Discussion only.

5.4  ZON 11-02, Zoning Amendment: A request by staff for rezoning from CR-3, CR-4. Single Residence
Zone and Multiple Residence Zone with PAD overlay to TR (Transitional Zone) development of
approximately 140.91 acres property known as Rancho Paloma (a.k.a. Dunn Ranch), PAD Case #’s PZ-
014-099 and PZ-PD-014-099, as identified as APN # 510-12-014C. Discussion Only.

5.5  Heritage District Design Guidelines: Review proposed guidelines for Heritage District as
presented by Deutsch Architecture Firm. Discussion Only.

6.0  Report from Commission and/or Staff

7.0  Executive Session

7.1  The Planning and Zoning Commission may go into executive session for purpose of obtaining legal
advice from the City’s Attorney on any of the above agenda items pursuant to A.R.S. § 38-431.03 (A)(3).
