Interim finance director on council agenda

The Maricopa City Council will discuss and possibly take action Tuesday to award a contract to Interim Public Management to hire an interim finance/administrative services director.

IPM is headquartered in Phoenix and has provided interim management staffing needs for local governments and public organizations in several states, according to its website.

In June, Director of Financial Services Cynthia Sneed left her job with the city for a private sector job in Phoenix and Assistant City Manager Roger Kolman has taken on additional job responsibilities in her absence.

A national recruitment to fill the finance director position is underway, and it is anticipated that it will take up to six months for a new finance director to be hired and begin work, according to a staff report.

The salary of the interim finance director will be paid from the general fund. The contract is budget neutral because the job is presently vacant, according to the report.

City Manager Brenda Fischer and Kolman have interviewed potential interim candidates provided by IPM.

3.3 The Mayor and City Council shall hear a presentation by Fire Chief Wade Brannon on the preservation and restoration of a 1949 Ford/Howe Fire Truck owned by the City in cooperation with the Maricopa Historical Society and others. 

3.4 The Mayor and City Council shall hear a presentation by Development Services Director, Brent Billingsley and Community Services Director, John Nixon regarding prioritization of the planned projects for the Vekol (Recreation) Site and to discuss potential operational characteristics of the Multi-Generation Facility.

4.0 Executive Session 

4.1 The Maricopa City Council may go into executive session for purpose of obtaining legal advice from the City’s attorney and to consider its position and instruct representatives regarding negotiations for the purchase, sale or lease of real property pursuant to A.R.S. § 38-431.03 (A)(3) and (A)(7). 

4.2 The Maricopa City Council may go into executive session for the purpose of discussion or consultation with the City’s attorney to consider its options and instruct representatives regarding the Ak-Chin Indian Community’s Fee-to-Trust Applications with the Federal Government which includes properties within and near the City of Maricopa pursuant to A.R.S. §38-431.03 (A)(3). 

4.3 The Maricopa City Council may go into executive session for the purpose of obtaining legal advice and discussion or consultation with the City Attorney to consider its position and instruct its attorney regarding the public body’s position regarding an annexation and possibly entering into a Pre-annexation and Development Agreement with one or more landowners in the annexation area and the potential terms thereof to facilitate such annexation, pursuant to A.R.S. §38-431.03(A)(3) and (A)(4). 

4.4 The Maricopa City Council may go into executive session for the purpose of discussion or consultation with the City’s attorney to consider its position and instruct representatives regarding the pending claims and lawsuits filed against the City pursuant to A.R.S. § 38-431.03 (A)(3) and (4). 

4.5 The Maricopa City Council may go into executive session for the purpose of obtaining legal advice and discussion or consultation with the City Attorney to consider its position and instruct its attorney regarding the status and potential modifications of the current Intergovernmental Agreement with the Maricopa Unified School District regarding use of facilities or entering into additional Intergovernmental Agreement with the Maricopa Unified School District and the potential terms thereof pursuant to A.R.S §38-431.03 (A)(3) and (A)(4).

7.1 There are no public hearings scheduled. 

8.0 Consent Agenda All items on the Consent Agenda are considered to be routine matters and will be enacted by one motion of the Council. There will be no separate discussion of these items unless a Councilmember or member of the public so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.

8.1 Approval of Contract. The Mayor and City Council shall discuss and possibly take action on approving a request by Assistant City Manager Roger Kolman to enter into a contract with Albert Holler and Associates to provide auditing services related to the City’s transaction privilege tax program in the amount of Thirty Six Thousand Dollars ($36,000) to be paid from the General Fund, Financial Services, professional and occupational (10011313-53320). Discussion and Action. 

8.2 Approval of Contract. The Mayor and City Council shall discuss and possibly take action on a request by Fire Chief Wade Brannon to approve a contract for the sale of one (1), 2006, E-One Typhoon Rescue Pumper and associated equipment to the Community of Sooke, British Columbia, Canada for the sum of $211,200. Discussion and Action. 

8.3 Budgetary Transfer. The Mayor and City Council shall discuss and possibly take action on a request by Assistant City Manager Kolman to authorize transfers of budgetary authority for the FY 2011/2012 budget as follows: $6,000 from General Fund City Manager (10011115 51100) and $4,000 from General Fund City Manager (10011115 53320) to General Fund Mayor and Council (10011111 53340) to provide sponsorship of the National League of Cities and Exposition to be held in Phoenix. Discussion and Action. 

8.4 Lease Buyout.  The Mayor and City Council shall discuss and possibly take action on approving a request by Assistant City Manager Roger Kolman to buyout one capital lease held by Bank of America Public Capital Corporation on fire equipment owned by the City of Maricopa and transfer budgetary authority in the amount of $208,208 from Fire Support Services, Buildings (1002258-67720) to Fire Support Services, Vehicles (10022528-67742) to complete the transaction. Discussion and Action. 

8.5 Award of Contract. The Mayor and City Council shall discuss and possibly take action to award a Professional Services Contract to Interim Public Management for an Interim Finance/Administrative Services Director which will be paid from General Fund, Finance Department, Professional Services (10011313-53320). 9.1 Resolution 11-53.  A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, approving that certain document entitled "City of Maricopa Mitigation Plan" in conjunction with Pinal County Multi-Jurisdictional Multi-Hazard Mitigation Plan 2010. Discussion and action. 

9.2 Approval of Contract. The Mayor and City Council shall discuss and possibly take action on a request by Development Services Director Brent Billingsley to approve an Award of Contract to Aloha Grading, Inc. in an amount not to exceed $110,000.00, which includes a contingency of approximately 10%, for clean-up of the Estrella Gin site. This Award of Contract is in compliance with City of Maricopa Purchasing Code, Article IV, Section 3-215 "Bidding Procedure". Funding for the project comes from the escrow account established when the City purchased the property. Discussion and Action. 

9.3 Presentation. The Mayor and City Council shall hear a presentation by the Development Services Department on the Estrella Gin Property draft site design and massing exercise; more specifically the location of the Fire Station. Discussion. 

9.4 Resolution 11-52. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, designating the election date and purpose of election; designating the deadline for voter registration; and designating the place and last date for candidates to file nomination papers. The Mayor and City Council shall discuss and possibly take action on a request by Police Chief Patrick Melvin to approve the Third Amendment to the Intergovernmental Agreement (IGA) between the City of Maricopa and Pinal County for the purpose of extending the current Agreement for law enforcement radio communications dispatch services for the City of Maricopa Police Department. Discussion and Action.
