The Maricopa Planning & Zoning Commission will review Monday a Planned Area Development proposal for Hogenes Farms, a 528-acre mixed-use, master planned community.

The property at the northwest corner of West McDavid and North Green roads will be developed by Marbella Homes of Scottsdale.

When complete, the development could include up to 2,000 homes and more than 5,000 residents.

The initial two phases of the project will be built on 232 acres on the southern and western borders of the property. Phase 1 along the southern border will include about 405 single-family homes on 124.5 acres with a medium density of about 3.5 homes per acre. Such residential lots are at least 5,000 square feet. Lot sizes of 40-by-115 feet, 45-by-115 feet and 65-by-120 feet are proposed.

Phase 2 with 407 homes will be developed from south to north along the property’s western border.

As part of the development agreement, Marbella Homes has agreed to build no more than the 812 homes in Phases 1 and 2 before Green Road is extended and an overpass built over the Union Pacific railroad tracks that run along the north side of the property. A city’s staff report indicates a study showed the need for the overpass at 1,300 homes.

A Traffic Impact Analysis/Study was completed as part of the application process in order to assess traffic and transportation impacts of the proposed development on the surrounding streets and intersections.

Since other developments in the area will contribute to the need for more infrastructure, the city will require a major transportation plan.

As a result, the city is coordinating with developers to build a bypass from SR 238 that will connect to Green Road. The developers of Hogenes Farms and the planned PHX Surf water and surf park have already proposed a right of way to accommodate a six-lane major arterial. The arterial is under study and will be added to the update of the Area Transportation Plan.

The proposal also will extend McDavid Road to the west across Green Road, separating Hogenes Farms to the north and Hogenes Dairy to the south. As designed, McDavid Road would provide entry into the development, looping north and east to Green Road as the community’s main interior corridor.

Mayor Christian Price previously told InMaricopa that the city would need to address the challenges of blending traffic and development on the city’s west side. He noted that Hogenes Farms spurring construction of the overpass on Green Road would be “an anchor of traffic solutions for the future that are not on 347. It will add tax dollars from the new homes that are built, and force new traffic relievers to come into play and that’s a big deal.”

Development along the Union Pacific tracks is planned as mixed-use to encourage walkability and open space, creating a buffer between the community and the rail corridor. Mixed-use is defined as a project that could include uses such as future multi-density residential, commercial and/or industrial.
