Gov. Doug Ducey ordered flags at all state buildings be lowered to half-staff from sunrise to sunset Oct. 19 for the interment of Maricopa County Sheriff’s Deputy Juan M. Ruiz. Ruiz was killed in the line of duty Oct. 9.
