Maricopa’s City Council will meet at the First Baptist Church on Tuesday to hear a presentation on the North Santa Cruz Wash flood control solution and to discuss a license plate recognition grant, the purchase of a records management system for the police department and participating in the state’s Public Safety Personnel Retirement System. A contract for an airport feasibility study is on the table as well as possible negotiations for acquisition of the Estrella Gin Site for government facilities and 100+ acres at White and Parker on the Maricopa-Casa Grande Highway for economic development. 4.1 Pinal County AMA. The City Council shall discuss a request filed by Global Water Resources to update the City Council on rule changes to the Pinal County Active Management Area (AMA). The Pinal AMA covers approximately 4,000 square miles in central Arizona. Discussion.
4.2 North Santa Cruz Wash. Presentation and update by City Staff relative the North Santa Cruz Wash Regional Flood Control Solution. Discussion.
4.3 Community Facilities District. Presentation regarding the formation and use of Community Facilities Districts (CFD) to finance and construct various infrastructure projects within the City. Discussion.
4.4 AATA Law Enforcement Grant. The City Council shall discuss a request by Chief Melvin, Deputy Chief Fitch and Grants Coordinator Mary Witkofski to allow staff to apply for and complete all necessary paperwork for the Arizona Automobile Theft Authority (AATA) Law Enforcement Grant Program for approximately $30,000 to purchase an Automatic License Plate Recognition (ALPR). Discussion.
4.5 Payment of Claims. The City Council shall discuss approving the Payment of Claims for January 2007. Discussion.
4.6 Resolution 07-10. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, authorizing the preliminary steps to be taken to become a participating employer in the Public Safety Personnel Retirement System on behalf of the full-time paid police officers who are certified peace officers and who are or were regularly assigned to the City of Maricopa. Discussion.
4.7 Resolution 07-11. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, authorizing the Maricopa Police Department to enter into a Joinder Agreement with the Arizona Public Safety Personnel Retirement System on behalf of the full time paid police officers who are certified peace officers and who are or were regularly assigned to hazardous duty in the State of Arizona of the City of Maricopa. Discussion.
4.8 Award of Contract. The City Council shall discuss awarding a contract to Coffman Associates in the amount of $225,000 to perform an Airport Feasibility Study. Discussion.
4.9 Award of Contract. The City Council shall discuss awarding a contract to Public Sector Personnel Consultants in an amount not to exceed $17,800 to prepare a Salary and Compensation Study for the City of Maricopa and to transfer budgetary authority from contingency (100-41940-350) to professional services in the City Manager’s Department (100-41320-320) to fund the project. Discussion.
4.10 Grant Writer and Buyer 1 Positions. The City Council shall discuss approving a request by Finance Director Kolman to create non-budgeted positions within the Finance Department titled “Grant Writer” and “Buyer I” with annual salaries of $41,000.00 and $39,500, respectively. Discussion.
4.11 Vehicle Purchase. The City Council shall discuss approving a request by Public Works Director Bob Jackson to approve a purchase of a new Ford F750 truck with a 5-7 yard Dump bed in the amount of $75,101.00. The vehicle will be purchased from Five Star Ford in Scottsdale. Discussion.
4.12 Ordinance 07-04. An Ordinance of the Mayor and City Council of the City of Maricopa, Pinal County, Arizona, amending the section 2-4-1 of the City Code of Maricopa to hold regular city Council meetings at the First Baptist Church of Maricopa. Discussion.
4.13 Records Management System. The City Council shall discuss the purchase of a Records Management System for the Maricopa Police Department from Spillman Technologies Inc. for an amount not to exceed $400,000.00 and waive the bidding requirements of Section 3-4-4(c) of the City Code for said purchase. Discussion.

6.11 City’s Audited Financial Statements. The City Council shall discuss and possibly take action on accepting the City’s audited financial statements for Fiscal Year 2005/2006 and the accompanying management letter from Heinfeld, Meech & Company. Discussion and Action.
6.12 Adjustment of the City of Maricopa’s Development Fees. The City Council shall discuss a request by Finance Director Kolman to make an adjustment of the City of Maricopa’s Development Fees by an inflationary factor as required by Article 17-5 (B), 17-6 (B), 17-7 (B), 17-8 (B) and 17-9 (B) of the City Code. Discussion.
6.13 Special Event Permit. The City Council shall discuss approving a request by Vice-Mayor Murphree to hold an event, Maricopa Stagecoach Days, on March 23rd and 24th at Pacana Park, 19000 N. Porter Road, Dunn’s Barn, 16450 N. Porter Road, and The Duke, 42660 W. Rancho El Dorado Parkway. Discussion and Action.
6.14 Government Facilities. The City Council shall discuss and possibly take action on directing staff to enter into negotiations relative to the possible acquisition of the Estrella Gin Site, for the purpose of government facilities. Discussion and Action.
6.15 Economic Development Site. The City Council shall discuss and possibly take action on directing staff to enter into negotiations relative to the possible acquisition of the 100+/- acres located in the vicinity of Maricopa Casa Grande Highway and White and Parker, for the purpose of economic development.
