The city council’s first meeting at the Global Water site will be held Tuesday. A 7 p.m. special meeting will be held to enact a resolution for a property tax increase, upping the tax levy to just a bit over $6 million. Other discussion items include a sports complex exploratory committee, an agreement with Phoenix Fire for dispatch services and the interim city manager’s employment agreement. 4.3 Resolution 07-38. A Resolution of the Mayor and City Council of the City of Maricopa, Pinal County, Arizona appointing civil traffic officers for the City of Maricopa Municipal Court. Discussion.

4.4 Resolution 07-39. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, accepting public improvements and maintenance responsibility for all streets within parcel 2 of the Glennwilde subdivision, into the city street/road maintenance system. 4.7 Mutual Aid Agreement. The City Council shall discuss approving a request by Fire Chief William Kelleher to approve a Mutual Aid Agreement with various Fire Departments, Districts and Agencies throughout the State of Arizona to provide for mutual assistance for fires and other types of emergency incidents. 4.8 Permission to Issue an RFP. The City Council shall discuss and possibly take action on a request by PRL Director Martin McDonald to provide staff with direction to possibly issue a RFP to purchase land or lease commercial/retail space or land for a possible library, possible park, possible aquatic center, possible multigenerational center or other recreational use. 4.9 Professional Services Contract. The City Council shall discuss a request by PRL Director Martin McDonald to approve a contract between the City of Maricopa and the William Morris Agency, LLC in the amount of $19,500 for musical entertainment provided by the Gin Blossoms for the 4th Annual Founders Day celebration, a municipal special event scheduled for October 13, 2007. 4.10 Anti-Discrimination Policy. The City Council shall discuss amending the City’s Anti-Discrimination policy. Discussion.

4.11 Merit Board. The City Council shall discuss opening up the recruitment process for the formation of a Merit Board which will consist of seven (7) members. Staff is requesting that Council recruit for a period of thirty (30) day beginning July 18, 2007 and closing on August 18, 2007. Discussion.

4.12 Maricopa Police Department Dispatch Agreement. The City Council shall discuss approving an IGA between Pinal County and the City of Maricopa for the purpose of providing law enforcement radio communications dispatcher services for the City of Maricopa Police Department. Discussion.

4.13 Grader Purchase. The City Council shall discuss authorizing the purchase of a Grader from Empire Machinery in the amount of approximately $250,000 to be paid from line item 200-43120-740 (Heavy Equipment) using the Coconino County contract 2006-19. Discussion.

4.14 Interim City Manager Employment Agreement. The City Council shall discuss approving a personal services contract between the City of Maricopa and Roger Kolman to serve as the Interim City Manager. Discussion.

4.15 Contract Renewals. The City Council shall discuss renewing contracts with IO, Inc.( $ 180,000), Thomas Ramsdell ($ 48,000), ACE Surface Maintenance, Inc. ($ 46,000), Maricopa Chamber of Commerce Since 1990, Inc. ($ 12), and Aviation Group Limited Partnership ($ 150,000). Discussion.
