City approves rezoning Kelly Ranch for 300-plus homes

City Council unanimously approved rezoning Kelly Ranch for residential use during its Tuesday meeting.

Ordinance 23-32 transforms the 100 acres on the southeastern corner of Porter Road and Maricopa-Casa Grande Highway into a flexible residential zoning area. It would allow construction of 337 dwellings, including 240 single-family homes and 96 bungalow-style rental units.

In 2021, the Kelly family began working with the developer to revamp its agricultural property into a residential development. Current plans show construction would take place in three phases, with rental properties built first.

The developer told InMaricopa in May that any construction plans remain months, if not years, away.

“We’re just getting the site ready,” said Cowley Companies Project Manager Monson Cowley on May 22. “Even if a builder came to us tomorrow, they’re probably at least 12 months away from anything new happening.”
