City Council meets Tuesday to address school development fees and to adopt fair housing policy

This week’s Maricopa City Council meeting will focus on a resolution adopting a fair housing policy, a review of the first draft of the proposed rules for public parks, as well as a presentation on the establishment of a Maricopa Drug Prevention Coalition. Council will also discuss possible alternatives to development impact fees for schools and the refunding of plan review and permit fees for the Alterra elementary school site and the new middle school. The City Council shall discuss a recycling service agreement with the Recycling Association of Maricopa (RAM/ Eco Inc.) to accept recyclable materials for processing as defined by the Arizona Department of Environmental Quality’s (ADEQ) Waste Reduction Assistance (WRA) funded for the City of Maricopa Curbside Recycling Initiative. Discussion.

4.2 Resolution 06-13. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona adopting a fair housing policy, making known its commitment to the principle of fair housing, and describing actions it shall undertake to affirmatively further fair housing. Discussion.

4.3 Resolution 06-14. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, accepting public improvements within the Tortosa subdivision, parcels 11 and 13, into the City street/road maintenance system. Discussion.

4.4 Resolution 06-15. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, accepting public improvements and maintenance responsibility for all streets within the Senita subdivision, Unit II, into the city street/road maintenance system. The streets include all local internal streets within unit II. Discussion.

4.5 Sunwest Mobile Modular, Inc. The City Council shall discuss a request by Finance Director Kolman to approve a bid from Sunwest Mobile Modular, Inc for $43,128 for the setup of the temporary City complex at the new location. Discussion.

4.6 HDR Engineering, Inc. The City Council shall discuss a request by Finance Director Kolman to approve an amended Professional Services Contract with HDR Engineering, Inc for the SR347 Grade Separation Assessment Study. Discussion.

4.7 Development Services Consulting Contract. The City Council shall discuss a request made by City Manager Buss, Planning Director Haberbosch-Arco, and Counter Services Manager Fink to approve a contract with Mr. Michael Williams for the provision of consulting services for the Development Services Department. Discussion.

4.8 Proposed Park Rules and Regulations. The City Council shall review and comment on the first draft of proposed park rules and regulations as compiled by PRL Director Martin McDonald and recommended by the Parks, Recreation and Libraries Advisory Committee. Discussion.

5.9 Public Safety Committee. The City Council shall discuss and possibly take action on a request by Vice-Mayor Murphree, on behalf of the Public Safety Committee, to discuss a presentation by Cindy Schaider, Director for the Casa Grande Alliance, regarding her efforts to get Maricopa involved in a countrywide effort to inform the public about methamphetamine abuse and its prevention, intervention and recovery. Discussion.

5.10 ED3’s 69 KV Line Alignment. The City Council shall listen to an update on Electrical District No. 3’s 69 KV Line Alignment. Discussion.

5.11 Maricopa Wells Middle School & Alterra Elementary School. The City Council shall discuss and possibly take action on refunding plan review and permit fees for the Maricopa Wells Middle School and Alterra Elementary School sites in the total amount of $85,939.30. Discussion and Action.

5.12 Development Impact Fees. The City Council shall discuss and possibly take action on possible alternatives relative to development impact fees for schools. Discussion and Action.

5.13 Maricopa Salsa Festival Update. PRL Director Martin McDonald will give Council a verbal update on the 2006 Maricopa Salsa Festival presented by inmaricopa.com. Discussion.

The procedures to follow if you address the Council are: Council requests that you express your ideas in five minutes or less and refrain from any personal attacks or derogatory statements about any City employee, a fellow citizen, or anyone else, whether in the audience or not. The Mayor will limit discussion whenever he deems such an action appropriate to the proper conduct of the meeting. At the conclusion of an open call to the public, individual members of the Council may respond to criticism made by those who have addressed the Council, may ask Staff to review a matter, or may ask that a matter be put on a future agenda. However, members of the Council shall not discuss or take legal action on any matters during an open call to the public unless the matters are properly noticed for discussion and legal action.
