Police commander jobs on council agenda

The Maricopa City Council will consider a request from Human Resources Director Karen Shaffer to create two commander positions in the Maricopa Police Department to replace the vacant assistant police chief and lieutenant positions.

The action is budget neutral because one lieutenant position and the assistant chief would be eliminated to create openings for the two commander positions.
 
The changes are in concert with the ongoing audit of MPD and a recommendation of an audit completed in 2010, according to Shaffer’s staff report. Interim Police Chief Steven Stahl consulted with City Associates, the firm conducting the audit, and the company supports the recommendation.
 
The pay range for the commander positions is from $76,285 to $114,428.
 
The commanders will work in collaboration with the police chief, assuming oversight and management of sworn and non-sworn personnel in the department. To view the job description, click here
 
The vacancies in the department stem from Assistant Police Chief Kirk Fitch’s announcement he will retire Dec. 15 and the firing of Lt. Willie Payne on Oct. 10.
 
Payne will appeal his termination during a public hearing at 8:30 a.m. on Nov. 30 in the Maricopa Unified School District conference room, 44150 W. Maricopa-Casa Grande Highway.

4.1 The Maricopa City Council may go into executive session for purpose of obtaining legal advice from the City’s attorney and to consider its position and instruct representatives regarding negotiations for the purchase, sale or lease of real property pursuant to A.R.S. § 38-431.03 (A)(3) and (A)(7).
 
4.2 The Maricopa City Council may go into executive session for the purpose of discussion or consultation with the City’s attorney to consider its options and instruct representatives regarding the Ak-Chin Indian Community’s Fee-to-Trust Applications with the Federal Government which includes properties within and near the City of Maricopa pursuant to A.R.S. §38-431.03 (A)(3).
 
4.3 The Maricopa City Council may go into executive session for the purpose of obtaining legal advice and discussion or consultation with the City Attorney to consider its position and instruct its attorney regarding the public body’s position regarding an annexation and possibly entering into a Pre-annexation and Development Agreement with one or more landowners in the annexation area and the potential terms thereof to facilitate such annexation, pursuant to A.R.S. §38-431.03(A)(3) and (A)(4).
 
4.4 The Maricopa City Council may go into executive session for the purpose of discussion or consultation with the City’s attorney to consider its position and instruct representatives regarding the pending claims and lawsuits filed against the City pursuant to A.R.S. § 38-431.03 (A)(3) and (4).

7.0 Public Hearings
 
7.1 The Mayor and City Council shall hear public comment regarding grant funds from the Section 5311 Rural Transportation Program through the Arizona Department of Transportation to be used to operate buses and continue the demand response service. Interested persons or agencies shall be heard with respect to social, economic and environmental aspects of the project.
8.0 Consent Agenda All items on the Consent Agenda are considered to be routine matters and will be enacted by one motion of the Council. There will be no separate discussion of these items unless a Councilmember or member of the public so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda
 
8.1 Agreement Amendment. The Mayor and City Council shall hear and possibly take action on a request by Grants Manager Mary Witkofski to amend the agreement between the Ak-Chin Indian Community, City of Maricopa and Maricopa Unified School District and add the Arizona Commerce Authority to provide the final disbursement of grant funds for the turnaround project. Discussion and Action.
 
8.2 Final Plat Approval. The Mayor and City Council shall discuss and possibly take action on a request by Transportation Manager, Christopher A. Salas, to approve the final plat of Santa Rosa Springs-Parcel 4, Located in a Portion of the south half of Section 35, Township 4 South, Range 3 East, of the Gila and Salt River Base and Meridian, Pinal County, Arizona. Discussion and Action.
 
8.3 Personnel Action. The Mayor and City Council shall discuss and possibly take action on approving a request by Interim Police Chief Steve Stahl to reclassify a vacant Assistant Chief of Police, a vacant Lieutenant and two Commander positions. This action is budget neutral as the Assistant Chief of Police positions and one Lieutenant position will be eliminated. Discussion and Action.

9.2 Merit Board. The Mayor and City Council shall discuss and possibly take action on appointing one (1) citizen to fill the alternate position on the Merit Board. Discussion and Action.
 
9.3 EOC Needs Assessment. The Mayor and City Council shall discuss and possibly take action on a request to adopt the Maricopa Emergency Operations Center (EOC) Needs Assessment prepared by Captain Richard Jackson. Discussion and Action.
 
9.4 Approval of Contract. The Mayor and City Council shall discuss and possibly take action on a request by Development Expeditor, Brad Hinton to approve an Award of Contract to FCI Constructors, Inc for Design Build Services for the Heritage District Fire Station project. This Award of Contract, in an amount not to exceed $337,998 for design and preconstruction services will be drawn from budget line item General Fund Fire Support Services, Buildings; Amount: $337,998 (budget line item 10022528-67720), and is in compliance with City of Maricopa Purchasing Code, Section 3-4-6. Discussion and Action.
 
9.5 Quiet Zone. The Mayor and City Council shall discuss and possibly take action on a request by Transportation Manager, Chris Salas to continue with the Notice of Establishment for a Quiet Zone. Staff will present the findings of the internal analysis and a prepared a cost estimate for improvements. Discussion and Action.
 
9.6 Resolution 11-62. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona declaring as a public record that certain document filed with the City Clerk and entitled "The 2011A Amendments to the Tax Code of the City of Maricopa." Discussion and Action.
 
9.7 Ordinance 11-14. An Ordinance of the Mayor and City Council of the City of Maricopa, Arizona relating to the privilege license tax; adopting "The 2011A Amendments to the Tax Code of the City of Maricopa" by reference; establishing an effective date; providing for severability and providing penalties for violations.
