Planning and Zoning looks at Quik Trip, Tutor Time and a commercial subdivision on Monday

Maricopa’s Planning and Zoning Commission will meet Monday to hear a zoning amendment requiring a Citizen Participation Plan for zoning applicants. A commercial subdivision development in the Seven Ranches area, a Quik Trip gas station and convenience store and Tutor Time daycare, both at Edison Road and John Wayne Parkway, are seeking site plan review and approval. 4.1 TXT06-02: the City of Maricopa is proposing to amend the Zoning Code by adopting Article 16-4, Citizen Participation Requirements by reference as Article 16-4 and amending Section 3504 ‘Procedures’. Article 16-4 would require every zoning application that requires a public hearing to submit a plan with their application that ensures citizens and adjacent property owners are informed and involved in the zoning process; A report would also be required to be submitted to the City regarding the results of the citizen participation effort. Discussion & Action.

4.2 ZON06.06 and SUB06.48- Terri Fetters and the Arizona Storage Company requests approval for a rezoning, subdivision and site plan review and approval of a storage facility to be known as Lands of Terri Fetters and the Arizona Storage Company to be established as a Commercial Subdivision Development located on approximately 10 acres at the northeast corner of Gunsmoke and Honeycutt Roads in the Seven Ranches area within the City of Maricopa Incorporated Limits. This specific request is for a proposed subdivision of 4 Commercial lots to allow for development of a commercial center which will include a storage facility; the applicant is requesting site plan review and approval of the proposed storage facility and to rezone this property from its original zoning designation of “GR”, (general rural), to CB-2 (General Commercial). Discussion & Action.

5.3 SPR06.05: Quik Trip Corporation, requests site plan review and approval for a proposed gas station and convenience store on approximately 2.14 +/- acres of vacant land along John Wayne Parkway, located at the northwest corner of John Wayne Parkway and Edison Rd. This parcel is part of a larger parcel, which totals approximately 5.0 ± acres. Quik Trip proposes to develop a 24 hr retail convenience store with gasoline sales on this property. The development of this site will generally be consistent with the design, architecture and landscaping of other Quik Trip facilities throughout the Phoenix area. The proposed use is compatible with the existing CB-2 (general commercial) zoning of the site. Discussion & Action.

5.4 SPR06-10: Bollinger and Cardenas Architects on behalf of Tutor Maricopa Group, LLC is requesting review and approval of the site plan, landscape and elevations plans for Tutor Time daycare facility to provide early child care and educational services in their proposed 25,744 square feet building to be accessed and located off of John Wayne Parkway (SR-347) near the NWC of Edison Road and SR-347 alignment. The site is approximately 3.52 acres gross (per site plan). The site is also generally surrounded by residential homes to the west, and areas of commercial to the north and south (Quik Trip). The current zoning designation is “CB-2” General Business Zone. Discussion & Action.

The procedures to follow if you address the Commission are: Commission requests that you express your ideas in five minutes or less and refrain from any personal attacks or derogatory statements about any City employee, a fellow citizen, or anyone else, whether in the audience or not. The Chairman will limit discussion whenever he deems such an action appropriate to the proper conduct of the meeting.

The Planning & Zoning Commission may go into executive session for purposes of obtaining legal advice from the City’s attorney on any of the above agenda items pursuant to A.R.S.§ 38-431.03 (A)(3).
